I own a two year old rescue rottweiler and when he see’s a dog, he stalks it and there is no way of getting him back. He is very calm and soppy, he wouldn’t hurt a fly. But we cant get him back when we call him.

Dogs should earn everything they get and if he is not recalling then he needs lots more practice on a lead before he can earn off lead play time…this may help http://k9deb.com/nilif.htm
You may also try ‘my toy’ go and buy a tug toy small enough to go in your pocket, play with him at home with it, throw it between two people so he starts getting interested it what you have, give him some tug play and when you are finished put it away in your pocket, he NEVER gets to play with it on his own, you NEVER leave it anywhere he can get it and you need to build up his interest in it several times a day…then bring it out when you want him to come to you in the home..if he doesn’t then play with it and ignore him, throw it to someone else and he will start to show interest…this is a great way to get a dog to come quickly as they realise they are ALWAYS going to get a game…so as you play tug, gently with the other hand hold onto his collar and you now have him in your control…..he needs to understand everytime he sees this toy you play, your never shout, you don’t tell him off

Find out what motivates him, maybe the food is not special enough – boiled liver crisped under the grill is good but having a toy that he loves or just you being happy and playful and praising him on return may work better.
Once you know what that is practice indoors (keeping him on lead outdoors at all times)
when he has that down, practice in the yard with a long line, when he has that perfect for a week, practice in the street (using long line)…….eventually building up to practicing in the park…..
You could also try conditioning him to a whistle, spend a couple of weeks blowing the whistle before feeding him anything, his meals. treats etc or playing with him, make sure you do that everyday for two weeks before the next part, then practice calling him just by blowing the whistle, the second he arrives praise him, play or treat (basically reward him with his motivator) do that indoors for two weeks then two weeks in the garden – then do it in the garden/yard while another dog is walking by – if he still comes instead of watching then HIGH praise/play, but stop while he still wants more. Only move on to practicing with a long line on walks when he has it perfect in the yard as distractions go by. Expect him to perform the same – if he dosnt then reel him in, just say ‘yes’ or ‘good’ but no play. so he did the right thing but not well enough for play etc – also teaches him – if he dosnt do it, you will magically make it happen anyway! Again, high praise for doing the right thing.
Be consistent and eventually he will be good!! Every now and again I have to start over with mine as he will try his luck every so often but it works and in the mean time his recall is good. It just takes a lot of commitment to training.

yes keep him on the lead, you dont want to get him put down and a big fine when he eats another dog.
but, praise and affection will work
when he runs wild, and he comes back near you, tell him hes a good boy and be happy to see him, he will naturaly want to come back to you. dont try to chase him, when he is close enough, put his lead on and give him a fuss, then carry on the walk with his lead.
if you shout at him when he is free, he will stay away from you. try to play and make it a game. DO NOT get angry at him, the thing he loves most is to make you happy, use it to your advantage.
please try taking him to dog training school, it will only take a few lessons and he will come back every time.
