Hillside SPCA was called to a house where 2 dogs were being neglected. This is why we are so against chaining dogs out – what you see in the video is basically what these dogs had 24 hours a day. The Rottie had actually bitten 2 children when he escaped from his chain, probably because he was so unsocialized and bored from living in a 5 foot area for years.
